Comments:

I would have thought that this was a common need among FHIR users from other countries as well as Australia. Is there interest in this elsewhere? Is there an international argument why it should be pushed into an extension, I find it hard to believe the 80/20 rule could be used here since it all seems pretty useful. Is there alternative modelling used elsewhere?

Except for the actual structure in Organization.contact.purpose I have not found a core structure / extension for use. I would be pretty happy if we found codes and or structures that we could adopt.

There seem to be various localised extensions around the world that extend or qualify contact point including the NHSD contact purpose or the swiss extension http://fhir.ch/ig/ch-crl/StructureDefinition-ch-crl-organization-contact-functionofcontactperson.html.
