"ISO 3166 3 letter codes can be used in place of a human readable country name."

Danielle Tavares-Rixon I noticed this differs from what you were saying about 2 letter codes from CDA was it?

So it seems the inconsistency is in the base spec:

http://hl7.org/fhir/R4/datatypes-definitions.html#Address - ISO 3166 3 letter codes can be used in place of a human readable country name. - as you quoted, but:

http://hl7.org/fhir/R4/datatypes.html#Address - Country (e.g. can be ISO 3166 2 or 3 letter code)

Brian Postlethwaite something we could raise a ticket on?

Jared Davison, yes it does differ.

Where country is coded the MHR system and Agency CDA specifications have adopted the 2 letter codes and we expect to continue that in Agency FHIR specifications.

The underlying RIM concept domain for country is bound to a HL7 universal set that includes the 2 letter codes, 3 letter codes, and numerical codes from ISO 3166. The other address parts like state do not have a binding.

In some places in Agency specifications, I'm thinking here of a patient's country of birth, we have also encouraged the country name to be sent which is a misuse of the country element in CDA & V3. We don't yet have a confirmed direction on handling this element going forwards and have left it equivalently open to the FHIR address.country element - as in you can send anything meaningful. That might be too open to to be functional.
