• add constraints on birthDate valid values for partial date
  • if partial date; no day part present; then accuracy indicator must be 'Uxx'
  • if partial date; no day and month part present; then accuracy indicator must be 'UUx'
• Satya - examples for birthTime + accuracy indicator
• constraint birthTime (date part) must match birthDate element
• AHPRA - system + V2 code  (David M following up) - http://www.ahpra.gov.au; Everyone... 
• AHPRA - period = issue date + expiry date 
• HealthcareService.location - leave unrestricted; push to SM TWG to use this constraint also
• contact - (like Organizaton + Patient);  need extension like that for HealthcareService; need an extended purpose on ContactPoint for PractitionerRole
