Address Profile

Address profiles being considered to collapse down into a single profile of address that is relevant for use within the Australian context. It will contains invariants for all of the various use cases.

http://build.fhir.org/ig/hl7au/au-fhir-base/StructureDefinition-au-address.html

Question on should this contain details for addresses in the Norfolk Island? (and other external states)

There is an ABS set for country codes (http://www.abs.gov.au/ausstats/abs@.nsf/mf/1269.0). Should we be considering using this? or should there be an extension to support the inclusion of this information. AS4846:2014 We should consider the creation of mappings between these code systems.

https://en.wikipedia.org/wiki/ISO_3166-2:AU Note that there are some inconsistencies between recommendations.

Wondering if these should be errors or warnings? (ADHA have currently used the default error, however will consider warning - or maybe best practice?)

This profile may not actually be bound up to the Au Patient resource (or other resources)

Should we consider an extension for the coded value for the country?

The base spec indicates that this really should be ISO 3166 (3 letter codes)

(all the addresses are now available https://data.gov.au/dataset/geocoded-national-address-file-g-naf)

Estimated date for date of birth and date of death

Profile for defining the estimation values.

AAA, AEE, etc. (Accurate, Estimated, Unknown)

http://meteor.aihw.gov.au/content/index.phtml/itemId/294429

This is going to be an extension on Patient birth date and date of death

(consideration should be made as to represent unknown years AAU - FHIR must have a value there)

UPIN or PRN type code for ProviderRole.identifier Provider Number

This has only been defined in examples in the v2 profile (where UPIN has been included)

UPIN is an insurance class identifier (v3 table 203) hence was used for Medicare provider numbers (Was originally defined for the US Medicare program)

PRN is just an identifier for a provider unique within an assigning authority.

We should consult additional vendors to determine what others are already populating into PRD-7, and use that as the basis. (currently have 1 for, 0 against in implementations)

Action items

  • Brett: copy namespace descriptions into ig + link
  • Brett: Safety net Number investigation

Comments:

Note clarification in 6 Identifiers in today's HL7OO meeting. UPIN must be used for Australian Medicare Provider numbers. UPIN is a globally unique provider identifier. PRN is a unique identifier within an assigning authority. e.g a local systems identifier for a provider.
