Comments:

Additional patient identifiers commonly found in hospital systems:

Medical Record Number - these are usually scoped to a hospital, but could be scoped to larger healthcare organisation - eg. Mater Health Services

Patient Area Identifier - Often scoped to a Local Health District.

Patient State Identifier - e.g. NT. Could be scoped to whole of state/territory, but only for given type of care. e.g. NT has territory-wide acute care ID, and separate territory-wide primary care ID. I think SA, NSW have state(public-only) IDs.

Victoria has a statewide mental health number

I would have thought that given the large potential number of different types of additional patient identifiers that it may be difficult to detail all of them. I do think it is a good idea to keep central register of identifies that organisations can voluntarily provide identifies to.
